It seemed that the torque created while bending the side panel agains the chine and bow stem created enough exertion to cause the top most layer to delaminate. I can only guess that the epoxy did not saturate deeply enough into the glued layer of the laminated shelf.

So I went hog wild with wetting/saturating between the laminations of the shelf then filled with a thickened epoxy of wood flour and silica. I didn't over tighten the piece I pretty much let the springiness of the piece hold itself together to avoid forcing too much of the epoxy out. It seems to be pretty tough now. I'll also add some screws.

I'll have to sand it a bit before I attach the side panels.
